\n Director of Housing Property & Investment – South West Council\n

Salary: £1,000 per day PAYE / £1,350 per day Umbrella.

Contract: Ongoing Temporary Contract | Full Time.

Key Responsibilities\n
    \n
  • Provide strategic leadership across Housing Property, Asset Management and Investment Services.
  • \n
  • Lead the delivery of the Housing Revenue Account (HRA) capital programme and long–term asset investment strategy.
  • \n
  • Oversee responsive repairs, planned maintenance, mechanical & electrical services, building safety and compliance functions.
  • \n
  • Ensure the Council meets all statutory landlord, building safety and regulatory obligations.
  • \n
  • Drive improvements in asset performance, stock condition intelligence and data–led investment planning.
  • \n
  • Lead major capital works and housing improvement programmes to improve the quality, safety and sustainability of the housing stock.
  • \n
  • Manage significant revenue and capital budgets, ensuring value for money and strong financial governance.
  • \n
  • Develop effective relationships with elected members, senior stakeholders, contractors, regulators and residents.
  • \n
  • Provide inspirational leadership to multidisciplinary teams, embedding a culture of high performance, continuous improvement and resident focus.
  • \n
Essential Requirements\n
    \n
  • Significant experience operating at Director or equivalent senior leadership level within Housing Property, Asset Management or Property Services.
  • \n
  • Extensive knowledge of housing legislation, building safety, landlord compliance and construction regulations.
  • \n
  • Proven track record of leading large–scale capital investment programmes and housing asset strategies.
  • \n
  • Strong understanding of HRA business planning, financial management and capital programme delivery.
  • \n
  • Experience leading repairs, maintenance, compliance and building safety services.
  • \n
  • Demonstrable experience delivering organisational change and service transformation.
  • \n
  • Strong leadership, communication and stakeholder management skills, with experience working alongside elected members and executive leadership teams.
  • \n
  • Degree qualified (or equivalent experience) with a relevant professional qualification desirable.
