Project Officer- Risk, Resilience and Safety - ANG06249
Job Description
Based at Angus House, Orchardbank Business Park, Forfar.
\nThis job is workstyle 5 - Hybrid
\nYou will have the opportunity to benefit from our flexible and agile working practices. This means you will work from home for part of your week and spend some time in council buildings to best suit your work, meetings and collaboration.
\nAngus Council is continuing to improve how we manage health and safety, with a strong focus on proportionate, person-centred risk management across our services. The Health and Safety team sits within People and Organisational Development (POD).
\nWe are seeking a Project Officer to lead and coordinate a key programme of work within the Education and Lifelong Learning Directorate, focused on strengthening risk assessment arrangements and ensuring alignment with service risk profiles.
\nThis is a time-limited project role, with a clear focus on delivering structured outputs and establishing sustainable arrangements that will endure beyond the life of the project. The role may also contribute to, or align with, wider corporate POD programmes and priorities.
\nAbout the Role
\nThis is primarily a project management role, responsible for planning, coordinating and delivering defined outcomes rather than providing direct operational support.
\nKey responsibilities include:
\nDesigning and delivering a structured programme of work to review and improve risk assessment arrangements across education
\nEnsuring that risk assessment controls and mitigations are proportionate and aligned to individual school risk profiles
\nEstablishing consistent arrangements to support the identification, understanding and ongoing management of risk profiles
\nCoordinating stakeholders, timelines, governance and reporting to ensure successful project delivery
\nEmbedding sustainable processes, tools and guidance that can be maintained by services beyond the project lifecycle
\nThe post is not a competent person role under health and safety legislation. Any requirement for competent health and safety advice will be provided in collaboration with the Council’s Safety Advisers within POD.
\nWhat We’re Looking For
\nWe are looking for someone who can:
\nLead and deliver project-based work programmes with clear outcomes and timescales
\nApply structured project management approaches to planning, risk, governance and delivery
\nAnalyse complex information and translate it into practical, sustainable arrangements
\nEngage, influence and coordinate a wide range of stakeholders
\nWork collaboratively with professional advisers, service leads and corporate programmes
\nExperience of delivering change or improvement projects, particularly within education or operational services, would be advantageous. An understanding of risk assessment processes is helpful but not essential.
\nWhy Join Us?
\nThis role offers the opportunity to deliver a meaningful, time-bound programme that will leave a lasting legacy—ensuring robust and sustainable arrangements are in place for managing risk across education services.
\nThis job is temporary until no later than 31 July 2027.
\nPlease note interviews will be held - to be confirmed.
Requirements\nPlease refer to job outline and person specification for further details and requirements for this job.
About Angus Council\nPlease refer to the "applicant guidance" document when completing your application form and to the "welcome to Angus" document and our website https://www.angus.gov.uk/jobs_and_training/working_for_angus_council for more information about working for Angus Council.
