\nSummary of what the candidate must have to apply:
\nExperience administering or monitoring Section 106 (S106) Agreements and/or Community Infrastructure Levy (CIL)
\nStrong financial monitoring and reporting experience
\nExperience working within planning, local government or a similar regulatory environment
\nExcellent organisational skills with strong attention to detail
\nConfident using IT systems, databases and Microsoft Office
\nAbility to communicate effectively with developers, residents and internal stakeholders
\nThe role: You'll support the effective administration, monitoring and reporting of the Council's Planning Obligations, including Community Infrastructure Levy (CIL) and Section 106 Agreements.
\nThe role involves monitoring contributions, ensuring compliance with legislation, preparing financial returns, supporting infrastructure funding projects and working closely with Finance, Legal Services, Planning colleagues and external stakeholders.
\nKey accountabilities:
\nMonitor CIL and Section 106 income and expenditure
\nValidate CIL documentation and issue notices and invoices
\nMonitor development commencements and ensure compliance
\nMaintain accurate financial records and audit trails
\nProduce management reports and statutory financial returns
\nSupport the Greenwich Neighbourhood Growth Fund process
\nRespond to FOI requests, complaints and Member enquiries
\nProvide advice on planning obligations and relevant legislation
\nLiaise with developers, consultants, finance teams and legal services
\nContribute to improving systems and processes
\nRequirements/key criteria:
\nKnowledge of Community Infrastructure Levy (CIL) and Section 106 processes
\nExperience of financial administration, monitoring and reporting
\nAbility to interpret legislation, policies and legal agreements
\nStrong analytical and problem-solving skills
\nExcellent written and verbal communication
\nAbility to manage competing priorities and meet deadlines
\nExperience working within a local authority is desirable
\nKnowledge of planning legislation is advantageous
