Housing Programs Loan Specialist
Job Description
POSITION SUMMARY: The Housing Programs Loan Specialist is responsible for determining financial support to individuals and families seeking housing solutions. Additional duties as assigned.
MINIMUM QUALIFICATIONS
Associates degree in accounting, finance or related field, or equivalent work experience.
Excellent organization, verbal, and written communication skills required along with proficiency in Microsoft 365.
Accuracy, attention to detail, timeliness, unquestioned honesty, and public accountability are essential.
Ability to work professionally with staff, the public, and other outside agencies.
Ability to prepare presentations and facilitate meetings.
Must be able to travel to attend training and meetings.
Must have a valid US drivers license.
Must submit to a County background check.
PREFERRED QUALIFICATIONS
Bachelors degree in accounting, finance or related field, or equivalent work experience.
Experience in residential real estate operations, mortgage financing, credit evaluation, federal housing programs, and counseling/working with low-income people.
Notary public.
Working knowledge of PA local government.
ESSENTIAL DUTIES AND RESPONSIBILITIES

Conduct interviews with County residents requesting homeowner rehabilitation services.
Collect information from applicants including income and assets, mortgages, real estate taxes and homeowners insurance to support their application for assistance.
Review file documentation and requests, through third parties, verification of information provided by applicant at time of application.
Determine the eligibility of applicants using federal, state, and local policies.
Request and assess credit reports, title searches, and appraisals to determine applicants ability to repay loans.
Recommend eligibility for loans and grants to Chief of Housing.
Schedule and prepare settlement documentation and travel to settlements with applicants and contractors.
Prepare check requests for payment to contractors.
Manage loan portfolios.
Maintain case files and data logs.
Review loan subordination requests and provide recommendations to the Chief of Housing.
Assist in updating rehabilitation policies and procedures.
Assist in the preparation of reports.
Serve as a notary public.
Required to drive the County-owned vehicle to identified sites throughout York County.
Regular and reliable attendance required.
