My client is seeking an experienced and driven Pre-Construction Manager to lead the successful development of refurbishment, retrofit, decarbonisation and asset improvement projects from initial enquiry through to contract award. About the Role As Pre-Construction Manager, you will be responsible for managing all pre-construction activities, ensuring high-quality, commercially viable and compliant submissions that support the continued growth. Working closely with clients, consultants, operational teams and supply chain partners, you will lead bids and tenders across a diverse portfolio of social housing refurbishment, retrofit and decarbonisation programmes. Key Responsibilities * Lead and manage the pre-construction process from opportunity identification through to contract award. * Coordinate tender submissions, pricing strategies and programme development. * Develop strong relationships with clients, consultants and stakeholders. * Work collaboratively with estimating, commercial and operational teams to deliver winning solutions. * Manage risk assessments, value engineering opportunities and project feasibility reviews. * Support the growth of retrofit and net-zero carbon programmes within the social housing sector. * Ensure all submissions meet client requirements, quality standards and business objectives. About You We are looking for a motivated professional with: * Significant experience within pre-construction, estimating, quantity surveying or bid management. * A strong understanding of social housing refurbishment, retrofit and decarbonisation projects. * Excellent commercial awareness and stakeholder management skills. * The ability to lead multidisciplinary teams and manage multiple bids simultaneously. * Knowledge of procurement routes, contract forms and construction best practice. * A proactive, solutions-focused approach with a commitment to delivering high-quality outcomes.
