Programme Manager - Continuous Improvement Contract: December 2026 Hybrid options - out of Bournemouth Civic Offices £41.20 per hour (Umbrella pay rate Inside IR35) 37 hours a week About the role As a Programme Manager (Continuous Improvement), you will lead the planning, coordination, and delivery of complex programmes and interconnected projects. You will work closely with senior stakeholders to define programme objectives, establish delivery approaches, manage risks and dependencies, and ensure outcomes are delivered within agreed timescales, quality standards, and budgets. You will provide leadership across multidisciplinary teams, including internal colleagues, external partners, consultants, and contractors. Through effective governance, communication, and change management, you will ensure programmes deliver lasting benefits and support organisational priorities. Key responsibilities will include: Leading the development and delivery of complex programmes and projects that support strategic priorities. Working with senior leaders and stakeholders to define programme vision, objectives, benefits, and delivery plans. Managing resources, budgets, risks, issues, dependencies, and milestones to ensure successful delivery. Providing effective leadership through matrix management of multidisciplinary teams and external partners. Establishing robust programme governance, reporting, and assurance arrangements. Building strong stakeholder relationships and leading engagement and consultation activity. Supporting business transformation and embedding sustainable change across services. Managing procurement activity, contracts, and financial governance in line with organisational requirements. Promoting programme success and enhancing awareness of the positive impact of delivered outcomes. About you You will be an experienced programme and change professional with a strong track record of successfully delivering complex projects and transformation programmes. You will have: A relevant degree or equivalent experience in business change, transformation, programme management, or a related discipline. A recognised project or programme management qualification, such as PRINCE2, APM, or equivalent. Extensive experience of managing complex programmes and delivering successful outcomes. Strong knowledge of programme and project management methodologies and best practice. Experience of managing budgets, procurement processes, contracts, and supplier relationships. Experience of working within a complex organisation, ideally within local government or the public sector. The ability to influence senior stakeholders, build consensus, and lead teams through change. Excellent planning, organisational, and communication skills, with the ability to manage multiple priorities and workstreams.
