This is an excellent opportunity for a finance professional with strong local government housing finance experience to provide expert financial analysis and business partnering support across the Council's Housing Revenue Account (HRA).Working closely with senior stakeholders, you will play a key role in ensuring the financial sustainability of housing services, supporting strategic decision-making, and contributing to the effective delivery of the Council's long-term housing objectives.Key Responsibilities\n

• Provide expert financial analysis and business partnering support across the Housing Revenue Account (HRA).
\n
• Lead and support the annual rent and service charge setting process, ensuring compliance with relevant legislation and statutory guidance.
\n
• Deliver accurate budgeting, forecasting and financial monitoring for housing services.
\n
• Support long-term financial planning, investment programmes and strategic housing initiatives.
\n
• Prepare and present financial reports, business cases and recommendations to senior managers and key stakeholders.
\n
• Ensure robust financial controls are maintained in line with statutory, regulatory and corporate requirements.
\n
• Analyse complex financial data, providing clear and insightful recommendations to support operational and strategic decision-making.
\n
• Work closely with service managers to improve financial performance, maximise income and support financial sustainability.
\n
• Contribute to the continuous improvement of financial processes, controls and reporting.
\n

About You:\n

\n
• Proven experience working within a Local Authority finance environment, ideally supporting a Housing Revenue Account (HRA).
\n
• Strong knowledge of HRA accounting, rent setting, service charges and housing finance legislation.
\n
• Experience providing financial business partnering support to senior managers and stakeholders.
\n
• Excellent budgeting, forecasting and financial analysis skills.
\n
• Strong understanding of Local Government finance, statutory reporting and financial governance.
\n
• The ability to communicate complex financial information clearly to both finance and non-finance colleagues.
\n
• A professional accounting qualification (CIPFA, ACCA, CIMA or ACA), be part-qualified, or possess significant relevant experience.
