Responsibilities:
- Oversee comprehensive procurement operations, managing the end-to-end process from initial requisition and scope development to final contract award.
- Lead complex contracting initiatives, including large-scale capital projects and professional services, while guiding internal departments through technical procurement requirements.
- Develop and implement procurement strategy, including the creation of policies, training programs, and best-practice frameworks for the division.
- Manage solicitation and bid protest procedures, interacting with legal counsel and stakeholders to resolve disputes while ensuring regulatory adherence.
- Direct central inventory and warehouse functions, including the implementation of quality control measures and the disposition of surplus assets.
- Provide executive-level advisory support, presenting procurement plans and contract recommendations to leadership and governing boards.
- Monitor market trends and fiscal data, forecasting impacts on current contracts and advising on strategic budgetary adjustments.
Qualifications/Background Profile:
- Bachelor’s degree in Finance, Business Administration, Public Administration, or a related field; a comparable combination of experience and training will be considered.
- 5+ years of progressively responsible experience in procurement, with a strong preference for backgrounds in governmental or municipal purchasing.
- Deep knowledge of regulatory frameworks regarding public procurement, including competitive bidding, legal compliance, and contract law.
- Proven leadership capability in managing administrative and warehouse staff while maintaining high standards of operational discipline.
- Exceptional communication skills, with the ability to translate complex contracting concepts into clear information for diverse, non-technical audiences.
- Technical proficiency in standard office productivity software and experience with integrated financial/purchasing systems.
- Professional certifications such as CPPO, CPPB, CPSM, or NIGP-CPP are highly desired.
