Hours: 37 hours per week, Monday to Friday, 09:00–17:00

Hybrid Working: Office attendance ideally one day per week, preferably Wednesday.

About the Role\n

Guildford Borough Council is seeking an experienced Major Projects Planning Officer to join its Planning Team.

\n

As a senior member of the team, you will manage, assess and negotiate strategic, major and complex planning applications from pre-application through to determination. Many applications will be managed under Planning Performance Agreements (PPAs), requiring effective project management, negotiation and stakeholder engagement throughout the planning process.

\n

You will prepare robust reports for Planning Committee, negotiate Section 106 Agreements and provide professional planning advice to Members, developers, applicants and other stakeholders. The role also includes involvement in pre-application discussions, helping to shape development proposals before submission.

Key Responsibilities\n

  • Manage strategic, major and complex planning applications.
  • \n
  • Lead Planning Performance Agreement (PPA) applications from pre-application through to determination.
  • \n
  • Negotiate planning obligations, including Section 106 Agreements.
  • \n
  • Prepare reports and recommendations for Planning Committee.
  • \n
  • Present applications to Planning Committee and respond to Member questions.
  • \n
  • Attend site visits and Member briefings where required.
  • \n
  • Liaise with applicants, developers, agents, elected Members, consultees and internal departments.
  • \n
  • Ensure applications are progressed in accordance with planning legislation, policy and statutory requirements.

About You\n

To be considered, you will have:

  • Experience managing major and complex planning applications.
  • \n
  • Experience negotiating Section 106 Agreements.
  • \n
  • Experience preparing Planning Committee reports.
  • \n
  • Strong communication and stakeholder management skills.
  • \n
  • The ability to exercise sound professional judgement on complex planning matters.
  • \n
  • A proactive and organised approach to managing competing priorities.
  • \n
Pay\n

This role is offered on a PAYE basis.

  • Basic PAYE rate:£52.50 per hour
  • \n
  • Accrued holiday pay (paid separately):£6.34 per hour
  • \n
  • Total hourly value:£58.84 per hour
  • \n
\n

After 12 completed weeks in the assignment, your holiday entitlement increases.

  • Basic PAYE rate:£52.50 per hour
  • \n
  • Accrued holiday pay after AWR:£9.19 per hour
  • \n
  • Total hourly value after AWR:£61.69 per hour
  • \n

PAYE also includes enrolment into the workplace pension scheme (subject to eligibility).
