Job Summary/Company: Sparks Group has partnered with a local government organization seeking an experienced Benefits Systems Analyst to support the administration, maintenance, and continuous improvement of employee benefits systems. This role is ideal for a detail-oriented HRIS and benefits professional with experience managing benefit system transactions, analyzing data, maintaining employee records, and collaborating across HR, Payroll, IT, and third-party vendors. The ideal candidate has strong analytical skills, experience with HRIS platforms such as Munis, and a passion for improving processes while ensuring accurate and compliant benefits administration.

Responsibilities:
  • Process benefit enrollments, qualifying life events, terminations, and other employee benefit transactions within the HRIS.
  • Maintain and support benefits system configuration, ensuring employee eligibility and benefit records remain accurate.
  • Monitor, troubleshoot, and resolve routine benefits system issues impacting day-to-day operations.
  • Perform eligibility audits, data validation, and quality assurance testing to ensure data integrity.
  • Reconcile monthly payroll deductions and carrier invoices, researching and resolving discrepancies.
  • Support vendor eligibility file processing and resolve routine transmission or interface issues.
  • Generate recurring reports, dashboards, and ad hoc data requests for the Benefits and HR teams.
  • Assist with Open Enrollment configuration, testing, validation, and post-implementation support.
  • Perform testing for system updates, benefit plan changes, and HRIS enhancements.
  • Develop and maintain system documentation, workflows, standard operating procedures, and job aids.
  • Collaborate with Payroll, HR, IT, and external vendors to resolve operational issues and improve system functionality.
  • Support compliance reporting, benefits audits, and regulatory data requests.
  • Analyze benefits processes and recommend opportunities to improve efficiency, automate workflows, and enhance system functionality.
  • Participate in HRIS implementations, upgrades, and ongoing system enhancement initiatives.

Qualifications/Background Profile:
  • Bachelor's degree in Human Resources, Business Administration, Information Systems, or a related field preferred.
  • 4+ years of experience supporting benefits administration, HRIS, or benefits systems analysis.
  • Experience administering employee benefits within an HRIS platform; Munis experience strongly preferred.
  • Knowledge of self-insured, fully insured, and flexible benefit plans.
  • Experience processing benefit enrollments, life events, eligibility changes, and terminations.
  • Strong understanding of benefits administration, eligibility rules, compliance requirements, and benefits reporting.
  • Advanced Microsoft Excel skills, including data analysis, reporting, and reconciliation.
  • Experience performing payroll and carrier reconciliations.
  • Ability to analyze large datasets, identify discrepancies, and resolve system issues.
  • Experience supporting Open Enrollment activities, system testing, and configuration changes.
  • Familiarity with Smartsheet or similar workflow management tools preferred.
  • Strong analytical, problem-solving, and critical thinking skills.
  • Excellent written and verbal communication skills with the ability to collaborate across multiple departments.
  • Highly organized with exceptional attention to detail and the ability to manage multiple priorities in a deadline-driven environment.
