Job Description
Purpose of Job
\n- \n
- To provide timely and effective HR and OD advice and support to the HR Business Partners and to management teams across the Council. \n
- Facilitating the delivery of the Council's Workforce Strategy, enabling the development of workforce capability and capacity and ensuring effective employee relations across the Council. \n
- Ensure the development and implementation of effective HR policy and practice for the Council as a modern and sustainable organisation and employer of choice. \n
Key Accountabilities & Duties

- To provide first level professional advice and support to ensure changes to workforce structures and working practices are managed in accordance with Council policies. \n
- To support the HR Business Partners in the implementation of appropriate HR and OD interventions that support employee engagement and improve performance outcomes. \n
- To provide first level of HR support for employee relations queries and case work against Council policies and procedures. \n
- To contribute to workforce planning activity using information and insight on workforce needs and providing solutions and support to develop performance and productivity. \n
- To support the training, learning and development needs of employees and those working to deliver Council priorities. \n
- To work with management teams ensuring that processes are executed efficiently and effectively and in accordance with council policies and agreed procedures. \n
- To provide support to HR and OD projects and activities to improve the HR service developing the organisation as a great place to work and employer of choice. \n
- To help ensure good working relationship with TU representatives to deliver business effective resolutions and outcomes and minimise workplace disputes. \n
- To provide professional advice and support to managers on all aspects of HR and OD policy and practice, in line with the Workforce Strategy. \n
- To maintain accurate and objective records of all HR activity and interventions in accordance with agreed procedures and practice. \n
- To undertake effective diagnosis of HR and OD issues and to take action to mitigate risks and to avoid repetition or escalation of issues. \n
- To research and develop HR policies to meet organisational and legislative needs. \n
- To work with the administrative support to the service and ensure timely and accurate information and advice for staff and managers. \n
Qualification and Knowledge, Experience and Skills
\n- \n
- Member of CIPD (post grad level qualified or working towards) \n
- Understand people management policy and practice and have some experience of advising managers in a large organisation. \n
- Experience of research, development and implementation of pragmatic and business focused HR policies. \n
- Ability to undertake training needs analysis to support change. \n
- Understand the principles of workforce planning and how this contributes to organisational effectiveness. \n
- Understanding of equality issues in the workplace. \n
- Experience of managing positive employee relations. \n
- Experience of interpreting and presenting HR data and information to enable effective decision making. \n
- Ability to build effective working relationships with a range of voluntary, private and public sector partners and stakeholders to deliver shared objectives. \n
- Experience of providing balanced professional HR advice and guidance to managers and supporting managers at all levels in employment matters. \n
- Understanding and commitment to using digital and web based solutions to improve productivity and performance. \n
- Excellent level of IT literacy to be able to use self-service, digital user platforms and applications and MS Office. \n
- Excellent verbal and written communication skills and ability to present data and information clearly. \n
- Ability to handle standard employee relations issues and resolve workplace conflict, case work and disputes. \n
