Job Description
Mitsubishi UFJ Financial Group (MUFG) is a leading global financial group headquartered in Tokyo. The Project Promotion team is part of the IT Planning, Reporting and Administration (IPR) department. The IPR department liaises with Head Office (HO) in Tokyo for both Bank and Securities, oversees EMEA technology reporting, resourcing and asset processes, and manages annual budget planning. The Infrastructure Portfolio, a member of the Project Promotion team, delivers EMEA projects within planned schedules and budgets.
Main Purpose of the Role\nPlan, direct and govern the Infrastructure portfolio of investment and expense projects, ensuring quality outcomes, timelines and cost requirements are met. Oversee both non‑IT (procedural changes, process redesign, regulatory impact assessments) and IT projects (application enhancements, database development, system migration). Recruit, line‑manage and develop staff; deliver across the portfolio on time and within budget. Act as a senior programme/portfolio management SME, solve conflicts, mitigate change risk and advise business decisions using portfolio roadmaps, critical path analysis and earned value analysis.

- Maintain alignment of the delivery portfolio to the Technology department MTBP and control changes to the roadmap/critical path as priorities shift. \n
- Define and justify project outcomes, ensuring they justify cost of delivery and ownership post‑go‑live. \n
- Ensure all projects meet minimum quality standards for completeness, currency and accuracy, using central PMO reporting and regular 1:1s with staff. \n
- Engage with peers and risk‑control owners in other departments for quality project delivery. \n
- Submit updated data to oversight and executive committees using golden‑source tools. \n
- Sign‑off all deliverables assigned to Portfolio Manager roles and manage RACI responsibilities. \n
- Define and track project outcomes and benefits to justify business cases and prioritisation decisions. \n
- Challenge delivery within the portfolio to achieve on‑time, on‑budget, in‑scope results. \n
- Maintain portfolio governance, ensuring committees meet quorate and have up‑to‑date Terms of Reference. \n
- Approve changes, mitigating actions for escalated risks, project go‑live attestation and post‑go‑live closure. \n
- Approve every project business case (benefits vs cost) and close projects after lessons‑learned reports. \n
- Set up effective communications within the portfolio and provide continuous improvement feedback to the Central PMO. \n
- Manage the overall portfolio, including resource allocation, vendor/consultant procurement, and demand centralisation. \n
- Ensure documentation aligns with PDLC and MUFG/Tokyo standards. \n
- Coordinate inter‑dependencies, steering committee updates, and project go‑live coordination. \n
- Lead portfolio committee for Technology Infrastructure Planning and drive strategic initiatives across business plans. \n
- Lead day‑to‑day operational aspects of portfolio programmes and support effective implementation across regions. \n

- Minimum 10 years delivering programmes and projects to financial institutions within time and budget. \n
- Demonstrable experience in investment budget management, including forecasting, estimate‑at‑complete controls and budget change management. \n
- Insight into controlling cost and preventing actuals before budget approval. \n
- Experience with investment project allocations agreements and reporting across portfolios. \n
- Ability to review resources and attest on‑time portfolio delivery. \n
- Portfolio management SME: manage delivery across unrelated projects, resolve conflicts, delay mitigation and advise on change decisions. \n
- Design and deliver portfolio governance, including reports to senior management and executive forums. \n
- Maintain portfolio RAID logs, ensuring they are current and actionable. \n
- Document management, ensuring artefacts meet standards and are easily referenced by defence layers and Central PMO. \n
- Annual portfolio planning: structure portfolio books of work within budget and company standards. \n
- Ensure project, programme, and portfolio closure with risk acceptance or closure within budget. \n

- Strong knowledge of banking regulations and experience with regulatory projects. \n
- Good understanding of financial products and end‑to‑end processes. \n
- Track record managing multiple stakeholders and building relationships across diverse teams. \n
- Experience negotiating vendor and consultancy contracts. \n
- Coaching, mentoring, and leadership skills. \n
- Expertise in full project lifecycle delivery using SDLC/PDLC with both waterfall and agile approaches. \n
- Excellent communication across all organisational levels. \n
- Proven budget management experience. \n

- Baseline control and reporting. \n
- Delivery of programmes, projects and portfolios from planning to closure. \n
