Senior Project Manager
Job Description
PURPOSE OF POSITION
\nThis is a highly responsible position requiring complex analytical work in providing management of high cost or high visibility capital improvement projects including technical oversight of planning, design and construction of capital projects in the City’s Capital Improvements Program and other Public Works projects and programs to ensure each phase results in an end product that is in compliance with all current codes, criteria, budget, and design specifications. Works under the general direction of the Public Works Director or assigned designee.
\nThis position is considered an emergency/disaster position. During emergency conditions, all City employees are automatically considered emergency service workers. City employees are subject to being called to work in the event of a disaster, such as a hurricane, or other emergency situation, which requires that the employee be ready, willing, and able to report to work during emergencies and/or disasters of any kind, notwithstanding any other commitments the employee may have and be able perform emergency services duties, as assigned.
\nMINIMUM QUALIFICATIONS:
\n Bachelor’s degree in Civil Engineering, Architecture, Construction Management, Construction Technology, Building Construction, or other related field and eight (8) years of progressively responsible experience relating to the design and construction of roadways, buildings, sanitary/storm sewers, water production and distribution, wastewater collection involving lift-station operations, or a related field, or any equivalent combination of education, training, and experience.
Preference given to those with a State of Florida Registered Professional Engineer (PE) designation or those able to obtain registration as a P.E. within two years of employment.
\nPossess and maintain a valid Florida Driver's License.
\nGovernment experience preferred.
\nEmployees in this position are required to pass the National Incident Management System (NIMS) IS-700 within 30 days of employment. The ICS-100 and ICS-200 within 90 days of employment. There may be additional NIMS required, which will be scheduled by your Supervisor.
ESSENTIAL JOB FUNCTIONS/OTHER JOB FUNCTIONS\nManages the activities of capital improvement projects, to include planning, developing, implementing, and ensuring successful completion through the efficient use of consultants and contractors.
\nBuilds teams of design professional, contractors and end users for the effective management and delivery of Capital Improvement Projects.
\n Ensures that assigned projects are completed as contracted and as desired, to include design quality control, expeditious sequencing, contract administration, construction quality control, compliance with applicable codes and regulations, etc.
Oversees the development and preparation of designs and plans for City projects; oversees preparation of specifications, assesses project costs; generally responsible for overall design and construction management of projects.
\nOversees planning, design, and construction of capital projects as well as oversight of a wide variety of projects for the design and construction of city infrastructure, facilities and public utilities improvements.
\nPrepares requests for proposals and bid documents related to the construction of city infrastructure. Reviews bid responses and makes necessary recommendations based on lowest and best bids, competency of responders, and the selection criteria.
\nCoordinates project management for the construction of city infrastructure projects. Oversees assigned projects to ensure contractor compliance with design/specifications, time, and budget parameters for the project.
\nConducts quality control activities in accordance with instructions, inspection programs, using specified control measuring and testing equipment.
\nConducts historical data research for effective project planning.
\nEmploys effective document control measures for project information, communications, and documentation.
\nCoordinates material purchasing for municipal capital projects. Prepare, advertises, and negotiates requests for proposals and bid documents, scopes of services, etc., to facilitate programs.
\nConducts special studies and projects relating to technical and administrative aspects of the city infrastructure and/or public utilities function; prepares reports and recommendations for consideration and action by municipal administration.
\nAssists in preparing the short and long-term planning of the Capital Improvement Plan (CIP) and Comprehensive Development Plan (CDP) and ensures incorporation into work schedules and the annual budget.
\nPerforms engineering review and analysis, develops engineering plans and specifications, and work schedules.
\nPerforms engineering plans review for compliance with City Codes to ensure new developments meet the requirements for City infrastructure related work and assist with determining Impact Fee calculations for improvements.
\nPerforms, supervises, and participates in the analysis and review of design studies; prepares recommendations for the consideration of professional and administrative staff and committees.
\nMaintains regular contact with consulting engineers, construction project engineers, City, County, State and Federal agencies, professional and technical groups and the general public regarding construction activities for projects assigned.
\nInteracts directly with citizens for specific projects and attend public meetings related to the project.
\nResponds to public or other inquiries relative to engineering policies and procedures on specific projects and other information. Evaluates issues and options regarding public works infrastructure and makes recommendations.
\nWill maintain availability for irregular or occasional work on a day when no work is scheduled, or at a time which requires the employee to return to the place of employment from an off-duty status.
\nOTHER JOB FUNCTIONS
\nAttends seminars, workshops, City Council meetings, and Advisory Board meetings related to assigned duties and responsibilities.
\nAssists other city staff members in design and construction techniques, and training when necessary.
\nProvides back up to other related positions.
\nPerforms all other duties as assigned.

CRITICAL SKILLS/EXPERTISE\nConsiderable knowledge of Federal, State, County, and City regulations, rules, codes, and ordinances.
\nKnowledge of civil engineering principles, practices and methods as applicable to the City.
\nWorking knowledge of GIS systems to view City assets and assist with updating data.
\nKnowledge and use of project management software.
\nConsiderable skill in operating the listed tools and equipment.
\nAbility to communicate effectively, orally and in writing, with employees, consultants, other governmental agencies and/or representatives, City officials and the general public; ability to conduct necessary engineering research and compile comprehensive reports.
