Job Summary
We are seeking an experienced Construction EHS Manager / Owner's Representative to oversee Environmental, Health, and Safety (EHS) operations for a large-scale Data Center construction project in The Dalles, Oregon. This is a critical onsite leadership position responsible for ensuring that the General Contractor (GC) and all subcontractors fully comply with the owner's safety standards, environmental requirements, and all applicable OSHA, NFPA, and Authority Having Jurisdiction (AHJ) regulations.
As the Owner's EHS Representative, you will serve as the primary safety advisor throughout the construction lifecycle, providing oversight, coaching, auditing, reporting, and continuous improvement initiatives to maintain a world-class safety culture. You will collaborate closely with project management teams, contractors, safety committees, and client stakeholders to minimize risk, ensure regulatory compliance, and promote safe construction practices across multiple disciplines.
The ideal candidate possesses extensive experience in data center construction, electrical safety, contractor management, and construction safety leadership while demonstrating exceptional communication, leadership, and problem-solving abilities.
Key Responsibilities
Environmental Health & Safety Leadership
Serve as the owner's onsite Environmental, Health & Safety (EHS) representative throughout the construction project.
Ensure all General Contractors and subcontractors comply with company-specific EHS requirements.
Monitor compliance with OSHA regulations, NFPA standards, local and federal environmental regulations, and Authority Having Jurisdiction (AHJ) requirements.
Maintain project-wide compliance with all client safety policies and contractual safety obligations.
Promote a proactive safety culture focused on incident prevention and continuous improvement.
Contractor Oversight & Compliance
Monitor and evaluate contractor safety performance across all phases of construction.
Verify contractor compliance with approved Construction Environmental Health & Safety Programs (CEHSP).
Review contractor safety procedures and verify implementation in the field.
Ensure subcontractors comply with all approved project-specific safety requirements.
Participate in contractor onboarding and safety orientation activities.

Ensure documentation meets project requirements before work begins.
Field Safety Audits
Conduct routine site inspections and comprehensive safety audits.
Perform daily site walks with contractor safety personnel.
Participate in owner-led construction inspections.
Monitor hazardous work activities.
Verify proper PPE utilization.
Ensure work permits are properly executed.
Observe work practices and recommend improvements.
Track corrective actions through completion.
Incident Management
Participate in incident investigations.
Lead root cause analysis activities.
Document near misses and safety observations.
Investigate occupational injuries and illnesses.
Recommend preventive and corrective actions.
Ensure timely reporting of all incidents.
Monitor closure of corrective actions.
Performance Monitoring & Reporting
Track contractor safety performance metrics.
Monitor leading and lagging safety indicators.
Prepare daily, weekly, and monthly safety reports.
Develop KPI dashboards.
Analyze incident trends.
Monitor environmental compliance metrics.
Present findings to project leadership.
Safety Meetings & Training
Attend Daily Activity Briefings.
Participate in Safety Committee meetings.
Attend General Contractor coordination meetings.
Deliver client-required safety training.
Conduct toolbox talks when required.
Facilitate safety awareness sessions.
Coach contractors on best safety practices.
Coaching & Leadership
Serve as a trusted safety advisor.
Mentor contractor safety professionals.
Promote continuous improvement initiatives.
Encourage proactive hazard identification.
Foster collaboration between contractors and owners.
Build strong working relationships across project teams.
Environmental Compliance
Ensure project compliance with environmental regulations involving:

Support additional construction projects as assigned.
Travel between project locations when required.
Assist with safety program development.
Participate in continuous improvement initiatives.
Perform additional EHS duties as needed.
Required Qualifications
Bachelor's degree in Environmental Health & Safety, Occupational Safety, Environmental Science, Industrial Hygiene, Engineering, Construction Management, or a related field, or an equivalent combination of education and experience.
Minimum 5 years of construction EHS experience (10+ years preferred).
Demonstrated experience managing project-wide EHS programs.
Experience overseeing multiple General Contractors and subcontractors.
Mandatory experience supporting Data Center construction projects.
Strong expertise in Electrical Safety and NFPA 70E standards.
Comprehensive knowledge of OSHA construction regulations.
Strong understanding of federal, state, and local environmental regulations.
Experience conducting construction safety audits and inspections.
Excellent investigation and root cause analysis experience.
Strong written and verbal communication skills.

Work Environment
This position is primarily field-based and located on an active Data Center construction site. Candidates should be comfortable working around heavy equipment, cranes, electrical installations, elevated work platforms, excavation activities, and multiple contractors while maintaining strict adherence to all environmental, health, and safety regulations.
