Site Safety And Health Officer

Description

• Our client's OSP group has won a large contract in NM along the boarder to include, underground trenching/plowing, fiber runs, pole mounts, camera installation, etc.
• This work will be performed along side of Barnard (prime) in which they are in need of a SSHO to oversee OSHA practices/regulations, compliance, regulatory review/protocol, site safety inspections/planning, audits, accident prevention planning, lead safety meeting/toolbox talks (implement morning stretches), etc. This resource should understand OSHA, EM 385-1-1, safety flow down with sub contractors and authorities having jurisdiction (AHJ). This is not limited to crane/lifting operations including critical lifts, night/low visibility operations, excavation, trenching, fiber installation (direct-bury, getting, splicing, testing), electrical equipment installation, yard operations, etc.
• This work is built out until the end of 2027-beginning of 2028 where the contract can end or if work is available extend contract with FTE opportunity.
• The work environment/location is very rural. Barnard have onsite man camps that include private 1 bedroom housing with full kitchen and bathroom.
• Resources can stay onsite, will get $45/day per diem, and onsite company vehicle.
• Day to day will include a 90 mile stretch bouncing in between multiple sites and crews, morning safety meetings (stretch), open to working 5-6 12 hour days (12am-12pm overnight). Resources can go home on weekends on their own costs.

Primary Responsibilities

Safety Leadership

• Serve as the designated Site Safety & Health Specialist at the client site, with no production or construction management duties.

• Enforce the approved Site-Specific Safety Plan (SSSP) and Accident Prevention Plan (APP) per contract requirements.

• Ensure full compliance with EM 385-1-1, OSHA 29 CFR 1910 and 1926, and all safety requirements imposed by Barnard, the Owner, and authorities having jurisdiction (AHJ).

Daily Site Operations

• Conduct and document daily site safety inspections.

• Prepare and review Activity Hazard Analyses (AHAs) and Job Hazard Analyses (JHAs).

• Lead safety meetings and toolbox talks.

• Coordinate safety compliance across all subcontractors and vendors.

• Enforce corrective actions and verify compliance prior to resumption of work.

• Exercise Stop-Work Authority for any unsafe act or condition until corrected to the satisfaction of Barnard and the Owner.

High-Risk Activity Oversight

Monitor and control the following high-risk activities:

• Crane and lifting operations, including critical lifts

• Night work and low-visibility operations

• Excavation and trenching

• Fiber installation (direct-bury, jetting, splicing, and testing)

• Electrical and equipment installation

• Laydown Yard Operations

Incident Notification & Reporting

In strict alignment with client subcontract requirements, the Safety Specialist/Inspector shall:

• Provide immediate notification to client of any accident, near miss, or unsafe condition.

• Submit written notice within 24 hours for: any injury requiring physician care; property or utility damage exceeding (or with potential to exceed) $500; or any incident that could have resulted in serious injury, whether or not injury occurred.

• Prepare and submit detailed written incident reports, corrective action documentation, and follow-up verification.

• Maintain all safety records required for audit, regulatory review, and project closeout.

Authority

• Full Stop-Work Authority for any safety violation or unsafe condition.

• Authority to require corrective actions prior to continuation of work.

• Authority to remove personnel from site for safety non-compliance.

• Direct access to Barnard project leadership and Corporate Safety leadership.

Required Qualifications

• High School Diploma or GED.

• 4-8 years of experience in construction safety or a related field required.

• Pre-employment drug screening is a condition of employment. Background and motor vehicle checks may be required based upon position.

Specialized Experience Required

• Minimum 4-8 years of experience serving as a Safety Officer / SSHO on federal construction projects of similar scope and complexity.

• Current OSHA 30-Hour Construction certification (minimum).

• Current First Aid / CPR / AED certification.

• Strong working knowledge of EM 385-1-1 and OSHA regulations.

• Proven experience with incident investigation, reporting, and corrective action tracking.

• Demonstrated experience enforcing subcontractor safety flow-down requirements.

• Experience on CBP, DHS, USACE, or similar federal projects.

• Crane safety and critical lift planning experience.

Preferred Qualifications

• EM 385-1-1 SSHO certification.

• CSP, ASP, or CHST professional credential.

This is a Contract position based out of Columbus, NM.

Pay and Benefits

The pay range for this position is $43.00 - $50.00/hr.
