Job Description

Our client provides welding and coating services and technologies to the energy and wider infrastructure sectors.The Facilities Manager will lead and manage all facilities-related activities across the Burnley site, ensuring the safe, efficient, compliant, and cost-effective operation of buildings, infrastructure, and associated services. The Facilities Manager is responsible for maintaining a high standard of site infrastructure, supporting operational delivery, and ensuring statutory compliance, while optimising facility performance and cost. The role will act as the primary interface for internal stakeholders and external service providers, whether services are delivered in-house or via subcontractors.Major Responsibilities:Looking for someone with manufacturing facility management experience along with industrial compliance and legislation.Facilities & Infrastructure ManagementManage all site facilities including buildings, utilities, and infrastructure to ensure operational readinessEnsure facilities are maintained to a high standard of safety, compliance, and presentationOversee planned preventative maintenance (PPM) and reactive maintenance activitiesMonitor building condition and develop improvement and refurbishment plansHealth, Safety & ComplianceEnsure full compliance with HSE legislation, company policies, and regulatory requirementsOwn site compliance areas such as fire safety, first aid and first response, inspections, statutory checks, and contractor managementConduct regular audits and risk assessmentsEnsure all contractors operate safely and in line with company proceduresUpdate and maintain facilities critical inspection registers,Contractor & Supplier ManagementManage external facilities management providers and subcontractorsDefine scope of work, KPIs, and service level agreements (SLAs)Support procurement activities including RFQs and supplier selectionMonitor supplier performance, cost, and service deliveryReview contractor RAMs prior to works commencingOperational SupportWork closely with Production, Engineering, and Warehouse teams to ensure facilities support operational requirementsEnsure availability of utilities, services, and workspace to meet business demandSupport mobilisation of new equipment, layout changes, or site modificationsCost & Budget ManagementDevelop and manage the facilities budget, including maintenance, utilities, and capital expenditureIdentify cost-saving opportunities and drive efficiency improvementsTrack and report on facilities-related spend and performanceProjects & Continuous ImprovementLead site improvement projects, including refurbishments, expansions, and infrastructure upgradesSupport new facility development and commercialisation activities where requiredDrive continuous improvement in facilities operations, reliability, and costLeadership & Stakeholder ManagementAct as the focal point for all facilities-related matters on siteProvide leadership to any direct reports or third-party providersBuild strong relationships with internal stakeholders and external partnersPromote a proactive, safety-first culture aligned with wider operationsJob Specific Education Required:Essential:Relevant professional qualifications (e.g. NEBOSH General Certificate, IWFM) preferredDesirable:Degree, HND, or equivalent in Facilities Management, Engineering, or related disciplineWork Experience Required:Proven experience in facilities management within an industrial or manufacturing environmentExperience managing contractors and outsourced service providersStrong understanding of building systems, maintenance, and complianceSkills & Knowledge Required:Strong knowledge of HSE and statutory compliance requirementsBudget management and cost control experienceExcellent organisational and planning skillsStrong communication and stakeholder management capabilityProactive, hands-on approach with problem-solving mindsetAbility to manage multiple priorities in a fast-paced environmentThe requirement to travel % of time:Occasional travel may be requiredFlexibility to respond to site issues or emergenciesForward Assist Recruitment is operating as an employment agency.
