Kforce has a client that is seeking a Certified Payroll Accountant in Rockville, MD. Overview: We are seeking a detail-oriented Certified Payroll Accountant to oversee certified payroll processing, prevailing wage compliance, and payroll accounting activities for public works and prevailing wage projects. This role is responsible for preparing certified payroll reports, ensuring compliance with labor regulations, reconciling payroll accounts, and supporting audits and reporting requirements. The ideal candidate will have strong payroll knowledge, construction industry experience, and a thorough understanding of prevailing wage regulations. Key Responsibilities: Process weekly certified payroll for prevailing wage and public works projects Prepare and submit certified payroll reports in compliance with federal, state, and local regulations Ensure compliance with Davis-Bacon Act requirements, prevailing wage laws, and project-specific labor regulations Verify employee labor classifications, wage rates, fringe benefits, and hours worked Review certified payroll submissions for accuracy and completeness Maintain payroll records, supporting documentation, and compliance files Reconcile payroll records, deductions, taxes, labor allocations, and certified payroll reports Prepare payroll-related journal entries and assist with account reconciliations Coordinate payroll corrections, adjustments, and responses to compliance inquiries Support internal and external audits by providing payroll and compliance documentation Partner with Project Managers and field teams to resolve labor classification and timekeeping discrepancies Monitor prevailing wage determinations and implement wage rate updates as required Maintain confidentiality of employee and project information Requirements: Associate's or Bachelor's degree in Accounting, Finance, Business Administration, Human Resources, or a related field, or equivalent work experience 3-5 years of certified payroll or payroll administration experience within the construction industry Strong knowledge of certified payroll reporting and prevailing wage requirements Experience with Davis-Bacon Act compliance and public works projects Proficiency in payroll systems, accounting software, and Microsoft Excel Strong analytical, organizational, and problem-solving skills Excellent attention to detail and accuracy Preferred Qualifications: Experience supporting government-funded or public works construction projects Knowledge of union payroll, fringe benefits, and labor compliance reporting Experience with ERP and certified payroll reporting systems Experience supporting payroll audits and compliance reviews Key Skills: Certified Payroll Processing Prevailing Wage Compliance Davis-Bacon Act Reporting Payroll Accounting Account Reconciliations Payroll Tax & Labor Compliance Construction Payroll Excel & Payroll Systems Attention to Detail Problem Solving Communication and Collaboration Audit Support The pay range is the lowest to highest compensation we reasonably in good faith believe we would pay at posting for this role. We may ultimately pay more or less than this range. Employee pay is based on factors like relevant education, qualifications, certifications, experience, skills, seniority, location, performance, union contract and business needs. This range may be modified in the future. We offer comprehensive benefits including medical/dental/vision insurance, HSA, FSA, 401(k), and life, disability & ADD insurance to eligible employees. Salaried personnel receive paid time off. Hourly employees are not eligible for paid time off unless required by law.
