Commercial Manager
Job Description
A public sector organisation based in London is seeking a Commercial Manager to play a key role in delivering complex, high-value procurement activity across a major commercial programme.
\nWorking within this department, you'll take the lead on a significant framework procurement, managing multiple stakeholders and supplier relationships while driving procurement strategy from inception through to contract award and implementation. You'll be supported by an Assistant Commercial Manager (ACM), allowing you to focus on commercial leadership, stakeholder engagement, procurement strategy and delivery.
\nThis is an excellent opportunity for an experienced public sector procurement professional who enjoys managing complex procurements, influencing senior stakeholders and delivering commercial outcomes within a regulated environment.
\nThis is an initial 6-month contract position based in Central London with flexible hybrid working, the daily rate for the role is up to £700 per day via an Umbrella company (inside IR35).
\nKey Responsibilities

- Lead the delivery of a large and complex framework procurement from strategy development through to contract award. \n
- Develop and implement procurement and commercial strategies that deliver value for money and support organisational objectives. \n
- Manage multiple internal and external stakeholders, building effective relationships and ensuring alignment throughout the procurement lifecycle. \n
- Lead supplier engagement and commercial negotiations for high-value and strategically important contracts. \n
- Provide expert advice on procurement legislation, governance and best practice. \n
- Manage contract and framework agreement reviews, ensuring ongoing commercial effectiveness and supplier performance. \n
- Act as the commercial lead for key supplier relationships, supporting dispute resolution and performance improvement where required. \n
- Drive continuous improvement initiatives across procurement processes, systems and ways of working. \n
- Support business planning, demand forecasting and resource planning activities. \n
- Ensure all procurement activity complies with public sector procurement regulations and TfL governance requirements. \n
- Produce high-quality commercial reports, recommendations and management information for senior stakeholders. \n
About You
\nWe're looking for a commercially minded procurement professional who can confidently lead complex procurements while managing a broad range of stakeholder expectations.
\nYou will have substantial experience delivering high-value procurement projects and be comfortable operating in an environment where commercial decisions have significant operational and financial impact.
\nEssential Experience

- MCIPS qualified (or equivalent professional procurement qualification). \n
- Significant experience managing complex, high-value procurements within the public sector or similarly regulated environments. \n
- Proven track record of leading procurement strategies and delivering successful end-to-end tender processes. \n
- Strong experience negotiating commercial agreements and managing supplier relationships. \n
- Excellent stakeholder management skills, with the ability to influence senior leaders and build credibility quickly. \n
- Solid understanding of public procurement legislation and governance requirements. \n
- Experience managing complex frameworks, contracts and supplier performance. \n
- Strong analytical, commercial and problem-solving skills. \n
