Job Description

Purpose of Job: Asset Data Manager

To be responsible to Head of Strategic Asset Management for:

\n

\n
    \n
  • To be accountable for providing leadership and direction for the Asset Data Team.
  • \n
\n

\n
    \n
  • To lead on asset data matters for R&I section and facilitate excellent and customer focused service to residents.
  • \n
\n

\n
    \n
  • To ensure appropriate use of RBG’s 30-year plan, distilling information into fiveyear annual investment plans
  • \n
\n

\n
    \n
  • To lead on developing a five-year investment plan aligned with appropriate data which reflect the needs of the stock and the strategic objectives of RBG.
  • \n
\n

\n
    \n
  • Analyse trends in responsive repairs and voids to reduce demand and improve efficiency
  • \n
\n

\n
    \n
  • To work closely with key stakeholders, including Residents Groups, Members and key partners and manage customer expectations effectively.
  • \n
\n

\n
    \n
  • To deputise for the Head of Strategic Asset Management as required.
  • \n
\n

\n

Manages up to 2 directly managed staff only.

\n

\n

Manages consultants and contractors

\n

\n

Main Duties: Asset Data Manager

\n

\n

\n
    \n
  • Undertake holistic analysis to understand the performance of the stock and introduce appropriate action plans of intervention or disinvestment in non-performing assets to ensure long-term viability of RBG property portfolio.
  • \n
\n

\n
    \n
  • Work flexibly with the Repairs and Investment Senior Management Team and across Housing and Safer Communities, to provide effective leadership and management that will contribute to the continuous improvement of the service and the directorate.
  • \n
\n

\n
    \n
  • Liaise with colleagues in Repairs and Investment, other Housing and Council departments to ensure effective planning and delivery of capital works Programmes.
  • \n
\n

\n
    \n
  • Provide analysis of data to make best use of properties, individual stock viability and land use options
  • \n
\n

\n
    \n
  • Ensure stock condition information is maintained for all assets and links into responsive, cyclical and programmed maintenance records to identify current condition and future requirements.
  • \n
\n

\n
    \n
  • Manage and lead staff to achieve high performance and effective operational delivery, including developing and improving staff capacity and capability.
  • \n
\n

\n
    \n
  • Manage resources well, developing a clear understanding of the relationship between capital and HRA revenue resources and how they can be best deployed to maximise stock improvement whilst generating long term revenue savings.
  • \n
\n

Knowledge Asset Data Manager

\n
    \n
  • Educated to degree level or equivalent through relevant training/experience.
  • \n
\n

\n
    \n
  • Demonstrable knowledge of asset management legislation, systems, procedures and requirements eg DHS, code for sustainable homes etc.
  • \n
\n

\n
    \n
  • Knowledge of good practice in asset management planning with regard to long-term maintenance strategies and business planning.
  • \n
  • Management / Leadership / Development of a high performing team. AF/I

Skills and Abilities Asset Data Manager

  • Ability to interpret large volumes of data, identifying property trends and business solutions. AF/I
  • \n
\n

\n
    \n
  • Strong analytical skills with the ability to assess and evaluate a range of options and produce effective planned works programme.
  • \n
\n

\n
    \n
  • Excellent verbal and written communication skills, including the capacity to represent the authority externally, to write reports and to communicate with a variety of audiences. AF/I
  • \n
\n

\n

Experience Asset Data Manager

\n

\n
    \n
  • Relevant experience of leading a team with a holistic approach to service delivery and continuous improvement.
  • \n
\n

\n
    \n
  • Experience of prioritising work or tasks to achieve realistic targets, costs and time deadlines. AF/I
  • \n
\n

\n
    \n
  • Experience of working collaboratively and in consultation with different department to develop and deliver service improvements and improve communication.
  • \n
\n

\n
    \n
  • Experience of working with residents and a range of stakeholders including local councillors in a politicised environment.
  • \n
