- Effectively manage, develop and motivate a team of employees within a specialist area of the Council in order to deliver and continuously develop a high-quality service. \n
- Work in line with HR policy to ensure good employment and wellbeing practices are embedded in day-to-day operations including effective succession and workforce planning. \n
- Take responsibility for the management and effective use of relevant financial and physical resources within your service area. \n
- Communicate, influence and advise senior managers and elected members. \n
- Build and maintain successful relationships with relevant stakeholders and partnerships. \n
- Oversee the development, monitoring and review of policy and practice relevant to your service area. \n
- Improve team and service performance by identifying and implementing people, system and process developments. \n
- Maximise your expertise and entrepreneurial approach to enable innovation and change within and across service areas and ensure your team embrace new ways of working. \n
- Take responsibility for planning your own and your teams work along with influencing and shaping the strategic plans for your service and the council. \n
- Represent the council in all that you do, to continually build our reputation, manage risk and help ensure that the service and wider corporate priorities can be met. \n
- Use your professional and technical expertise to ensure your team delivers successfully. This includes up-skilling, supporting and advising others to acquire, share and develop their expertise. \n
- Deputise for the Head of Service / Deputy Director and/or Director as required. \n
- Proactively participate and contribute to the Councils Wider Management Team, ensuring you continually improve your practice in line with council standards. \n
- Ensure your team deliver and operate within council, statutory and legal requirements and report performance accordingly \n
Purpose
\n1. Strategic and operational responsibility for the Council?s fleet and technical team ensuring it is operated and maintained in compliance with statutory legislation, national and local policies, and plans.
\n2. To ensure legislative compliance for the Council?s fleet in accordance with the terms of the Operator?s Licence, Vehicle and Operator Service Agency (VOSA) and Department for Transport providing essential and vital support to front line services without which the Council could not deliver essential services.
\n3. To be responsible for building management of depots used in the delivery of City Services.
\n4. To take the lead and have overall responsibility for Health & Safety across City Services.
\n5. To lead on commercialisation within Fleet and Technical areas of responsibility and wherever possible maximise income generation across City Services.
\n6. To manage all resources proactively and creatively, demonstrating an open and responsive style of leadership in people management which actively supports positive employee engagement.
\n\nEssential Fleet and Compliance Manager

- CPC holder - Transport Manager (required to be the licence holder) \n
- Thorough knowledge of the legislative and statutory responsibilities in relation to Vehicle and Fleet Management. \n
- Degree/professional qualification in a relevant subject or equivalent transferable skills and experience. \n
- Experience of delivering fleet management across several service areas \n
- Substantial experience of managing staff and budgets. \n
- Experience of delivering innovation and effective, sustainable and environmental initiatives \n
- Excellent planning and organisation skills. \n
- Excellent communication and presentation skills at all levels. \n
- Strong influencing skills, experience in dealing with difficult situations. \n
