\nLocation: Leicester (Hybrid – 2 days per week onsite at County Hall)
\nRate: £300 per day
\nHours: 37 hours per week
\nContract: Interim contract until November 2026
\nWe are seeking an experienced Team Manager – Planning to lead a professional planning team within a busy planning service.
\nThis is an excellent opportunity for an experienced planning professional to take responsibility for a broad range of planning functions, including minerals and waste planning, development management, team leadership, and strategic service delivery.
\nThe Role
\nAs Team Manager – Planning, you will be responsible for leading and managing a planning team, ensuring the effective delivery of high-quality planning services.
\nKey responsibilities will include:

- Leading the preparation, implementation, monitoring, and review of the Minerals and Waste Local Plan. \n
- Managing all aspects of development management, including pre-application advice, planning applications, appeals, site monitoring, and enforcement. \n
- Leading, supporting, and developing a team of planning professionals and support staff. \n
- Managing workloads, priorities, resources, budgets, and performance. \n
- Preparing and presenting reports, recommendations, and professional advice to committees and decision-making meetings. \n
- Representing the organisation at planning appeals, hearings, public inquiries, and other formal proceedings. \n
- Providing expert advice on planning policy, legislation, and emerging changes. \n
- Building effective relationships with stakeholders and supporting collaborative approaches to complex planning matters. \n
About You
\nYou will have:
\n- \n
- A degree in Town Planning or a related discipline. \n
- Professional membership of the Royal Town Planning Institute (RTPI) or an equivalent professional body. \n
- Significant senior-level experience within a planning environment. \n
- Strong experience in local plan preparation, development management, and complex planning matters. \n
- Proven experience leading and managing professional teams. \n
- Experience presenting reports, managing budgets, and delivering service improvements. \n
- Excellent communication, negotiation, and stakeholder management skills. \n
Experience within a minerals and waste planning environment or at a senior level within a county planning authority would be advantageous.
