Role Overview
\nLeads the people and organisational change aspects of the Procurement and Contract Management transformation programme, ensuring that organisational design, workforce transition, employee engagement, capability development and change adoption are successfully delivered. The role will work closely with HR, trade unions, managers and programme stakeholders to design and implement a sustainable workforce model which supports the transition to the new hybrid hub-and-spoke operating model and embeds new ways of working across the Council. The postholder will provide specialist leadership on organisational change, consultation, workforce impact assessment, recruitment, mobilisation, learning and development and organisational readiness to ensure successful implementation of the target operating model.
\nKey Responsibilities
\nOrganisation Design & Workforce Planning
\nLead the people and organisational change workstream for the Procurement and Contract Management transformation programme, ensuring organisational design, workforce transition, employee engagement, capability development and change adoption activities are successfully delivered.
\nBuild on current plans to further define the target resource and capacity model, ensuring alignment to delivery demand, procurement pipeline and service requirements across the organisation.
\nEstablish clear roles, responsibilities and accountabilities, ensuring alignment to category ownership and enabling a shift to active, delivery-focused commercial capability.
\nWorkforce Transition & Employee Relations
\nDevelop and deliver workforce transition plans, including consultation, implementation and realignment of existing staff into the new operating model.
\nLead engagement with Trade Unions, employee representatives, HR and management teams to support consultation activities, organisational change processes and workforce transition arrangements.
\nSupport the recruitment and mobilisation of new roles, ensuring the function has the capability required to deliver transformation and ongoing business-as-usual activity.
\nChange Management & Readiness
\nDevelop and implement change management approaches that build understanding, engagement and adoption of the new operating model, ensuring employees are supported through organisational change and role transition.
\nDevelop and coordinate workforce communications and engagement activity, ensuring clear and consistent messaging throughout programme delivery.
\nEstablish organisational readiness assessments and transition criteria to ensure that people, structures, capabilities and behaviours are in place to support successful implementation of the target operating model.
\nEnsure clear role clarity and alignment between programme, procurement and service teams, supporting effective collaboration and end-to-end accountability.
\nCapability, Culture & Sustainability
\nLead the development of capability frameworks, competency models, learning pathways and professional development programmes to support the transition to category management and improve commercial, procurement and contract management capability across the Council.
\nSupport the development of a high-performance commercial culture by promoting accountability, collaboration, category ownership, value for money and consistent commercial decision-making across the organisation.
\nEmbed new organisational structures and ways of working into business as usual, ensuring sustainability beyond programme delivery.
\nEssential Experience
\nThe successful candidate will need to demonstrate:

- Significant experience leading complex organisational change and workforce transformation programmes within large public sector or similarly complex organisations. \n
- Demonstrable experience of designing and implementing organisational structures, target operating models, workforce strategies and operating model transitions. \n
- Proven experience of supporting major transformation programmes through organisational design, employee engagement, workforce planning and change management interventions. \n
- Extensive experience of managing organisational change processes, including consultation, employee relations matters, trade union engagement, restructuring activity and workforce transition planning. \n
- Experience of developing workforce impact assessments, organisational readiness assessments and implementation plans to support large-scale organisational change. \n
- Experience of recruitment, mobilisation and capability development activity associated with the implementation of new operating models. \n
- Proven experience of developing learning and development strategies, competency frameworks and professional pathways to support organisational transformation. \n
- Strong understanding of change management methodologies and approaches, with experience of delivering behavioural and cultural change alongside structural organisational change. \n
- Experience of operating effectively at senior management level, providing advice and assurance to programme boards, senior leaders, HR teams and other key stakeholders. \n
- Excellent stakeholder management and influencing skills, including experience of working with HR, trade unions, service leaders and transformation teams in complex organisational environments. \n
