Payroll Manager, Temp to Perm / Permanent, Outskirts of Birmingham, Hybrid, £40,000-£45,000The ideal candidate will be available to start at short notice or be immediately available.The Payroll Manager is responsible for leading and managing the end-to-end payroll function, ensuring accurate, compliant, and timely payroll processing across both salaried and hourly paid workforces.This role is accountable for payroll controls, statutory compliance, pension administration, RTI submissions, payroll reporting, and maintaining strong payroll governance in line with company policies and HMRC regulations.The Payroll Manager also acts as the escalation point for payroll-related issues and plays a key role in driving continuous improvement across payroll systems and processes.Key ResponsibilitiesPayroll OwnershipManage and deliver monthly salaried and hourly payroll runsReview and validate payroll exceptions, adjustments, redundancies, and one-off paymentsApply pension auto-enrolment and manage payroll-related deductionsMonitor tax codes and student loan updates via the HMRC portalProduce payroll reports and validate payroll outputs prior to approvalGenerate banking files and coordinate approval before releaseIssue payslips and maintain payroll backupsCompliance & Statutory ResponsibilitiesEnsure timely and accurate RTI submissions (FPS/EPS)Produce P32 and other statutory payroll reportsManage statutory payments including SSP, SMP, and SPPOversee redundancy and PILON calculationsComplete annual Gender Pay Gap reportingEnsure compliance with HMRC requirements, pension providers, and employment legislationPension & Benefits AdministrationManage NEST and Royal London pension processesReconcile payroll against pension contributionsApprove pension provider uploadsOversee Wage stream and benefits platform integrationsPayroll Governance & ControlsMaintain payroll audit trails and approval controlsMonitor payroll anomalies, variances, and unusual movementsManage bank return processes and secure banking updatesOversee pre-pay and advance payment processesEnsure segregation of duties across payroll processing and banking activitiesSupport internal audit requirements and funding compliance where necessaryEmployee Lifecycle & TUPEOversee processing of salaried startersApprove Right to Work checks and employment documentationManage TUPE in and out processes, including ELI preparationEnsure compliant leaver processing and accurate final paymentsReporting & Stakeholder ManagementProvide payroll summaries and reports to Finance and DirectorsEscalate payroll risks and compliance concerns appropriatelySupport the Finance Business Partner with payroll analysis and cost reviewsAct as the primary payroll contact for operational stakeholdersSupport continuous improvement of payroll workflows, systems, and documentationKey Controls & AccountabilityAccuracy and timeliness of all payroll runsCompliance with HMRC, pension, and statutory regulationsPrevention of payroll fraud, duplicate payments, and banking errorsMaintenance of clear segregation of duties and documented approval controlsIntegrity of payroll data across Sage and Timegate systemsProtection and confidentiality of employee dataSkills & ExperienceProven experience managing end-to-end payroll functionsStrong understanding of payroll legislation and HMRC complianceExperience using Sage 50 Payroll or similar payroll systemsConfident managing high-volume, multi-site payrollsStrong Microsoft Excel skillsExcellent attention to detail and organisational abilityStrong communication and stakeholder management skillsAbility to work to strict deadlines while maintaining accuracy and confidentialityGreenwell Gleeson Ltd is acting as an Employment Business in relation to this vacancy.To find out more about how and why Greenwell Gleeson Ltd process your personal data in line with the data protection regime please go to the privacy notice on our website
