About the Role:-\n

We are seeking an experienced Procurement & Contracts Manager to lead compliant, high-quality procurement activity within a large education-focused organisation. This is an excellent opportunity for a procurement professional with strong experience in UK public sector procurement, strategic sourcing, and FTS tenders who enjoys working with multiple stakeholders and delivering value through effective procurement strategies.

Key Responsibilities:-\n
    \n
  • Lead end-to-end procurement exercises, including regulated FTS tenders and framework-based procurements.
  • \n
  • Develop and manage a procurement pipeline to ensure proactive planning and timely delivery.
  • \n
  • Advise internal stakeholders on the most appropriate procurement routes, including frameworks, mini-competitions, direct awards, and quotations.
  • \n
  • Prepare procurement documentation, including specifications, evaluation criteria, tender documentation, award reports, and governance papers.
  • \n
  • Ensure full compliance with the Procurement Act 2023, internal governance, and procurement policies.
  • \n
  • Manage and maintain framework agreements and Dynamic Purchasing Systems (DPS), ensuring compliant usage across the organisation.
  • \n
  • Support contract mobilisation and provide procurement guidance throughout the contract lifecycle.
  • \n
  • Deliver procurement training and best practice guidance to internal stakeholders.
  • \n
  • Identify opportunities for cost savings, value for money, and procurement efficiencies.
  • \n
  • Produce procurement reports and support continuous improvement initiatives.
  • \n
Key Requirements:-\n
    \n
  • Proven experience managing end-to-end public sector procurement projects.
  • \n
  • Strong knowledge of the Procurement Act 2023, FTS procurement procedures, and Public Contracts Regulations.
  • \n
  • Experience with Framework Agreements, DPS, mini-competitions, and public sector sourcing.
  • \n
  • Excellent contract and category management skills.
  • \n
  • Strong stakeholder management, negotiation, and communication abilities.
  • \n
  • Ability to produce high-quality procurement documentation and governance reports.
  • \n
  • Experience delivering measurable cost savings and commercial value.
  • \n
Desirable Experience:-\n
    \n
  • Experience working within the education sector, local government, NHS, higher education, or other public sector organisations.
  • \n
  • Knowledge of the Academies Trust Handbook and public sector governance frameworks.
  • \n
  • Relevant procurement qualifications such as CIPS Level 04 required..
