Facilities Manager
Job Description
Positive Employment is currently recruiting for a Facilities Manager for our client, a local government organisation based in Teignbridge.
\nThe successful post holder will lead the delivery of the Facilities Management Service, providing leadership, management and operational oversight of the organisation's operational facilities, ensuring they are maintained to high standards of efficiency, safety and sustainability.
\nThis role is a temporary contract with an initial contract length of 6 months with the possibility to extend. Hybrid working with 4 days per week in the office and 1 day working from home.
\nDuties and Responsibilities but not limited to:

- Lead, manage and develop the Facilities Management team, providing coaching, mentoring, training and operational support. \n
- Develop and implement a comprehensive Facilities Management strategy aligned to organisational objectives. \n
- Manage delegated facilities budgets, ensuring cost-effective service delivery and supporting service charge budgeting and reconciliation processes. \n
- Identify, assess and mitigate facilities-related risks, including health and safety, environmental and legal compliance. \n
- Promote sustainability initiatives, including energy efficiency, waste reduction and environmental best practice. \n
- Manage the delivery of hard facilities management services, ensuring building assets and systems are compliant, safe and fit for purpose. \n
- Oversee maintenance of building infrastructure including electrical, mechanical, plumbing, fire safety, lighting, lifts, CCTV, roofing, cladding, renewable energy systems, electric vehicle charging points and specialist equipment. \n
- Manage the delivery of soft facilities management services including cleaning, grounds maintenance, security, reception and facilities support services. \n
- Ensure facilities provide a safe, clean and efficient environment for staff, elected members, customers and visitors. \n
- Support asset lifecycle management by contributing to maintenance planning, development projects, property acquisitions and disposals. \n
- Manage day-to-day facilities operations including repairs, maintenance, security, stationery and supplies, inventory management and operational support services. \n
- Oversee the efficient operation of the organisation's headquarters, including space utilisation, utilities management and building services. \n
- Deliver an effective Occupiers Service, ensuring operational procedures remain accurate and up to date. \n
- Analyse facilities data to monitor and improve space utilisation, compliance, operational costs and cost recovery. \n
- Contribute to suitability surveys and assessments to support future operational estate planning. \n
- Manage data collection, quality assurance and reporting, producing performance dashboards and management information. \n
- Manage contracts with external service providers, ensuring high-quality services and value for money. \n
- Prepare reports and briefing notes for senior management and deputise for the Head of Assets when required. \n
- Act as Data Controller for facilities management activities, ensuring compliance with data protection legislation. \n
- Undertake additional duties appropriate to the level of the role. \n
Personal Requirements:
\n- \n
- Level 4 qualification in Facilities Management from the Institute of Workplace and Facilities Management (IWFM), equivalent qualification, or willingness to undertake. \n
- Relevant management qualification such as ILM Level 4, equivalent qualification, or willingness to undertake. \n
- Full driving licence. \n
- Significant proven experience in facilities management. \n
- Experience managing budgets and financial planning. \n
- Experience managing and developing staff. \n
- Experience in energy management and sustainability initiatives. \n
- Experience negotiating and managing service contracts. \n
- Knowledge of health and safety legislation and facilities management best practice. \n
- Good understanding of sustainability principles, including carbon reduction initiatives. \n
- Extensive knowledge of building services and building infrastructure. \n
- Awareness of building plant, machinery and equipment. \n
- Knowledge of building maintenance and repair techniques. \n
- Knowledge of local government. \n
- Commercial awareness with the ability to identify opportunities to improve service delivery and value for money. \n
- Ability to manage multiple projects and competing priorities effectively. \n
- Strategic thinking with the ability to plan for future service requirements. \n
- Excellent written and verbal communication skills with the ability to communicate technical information to a range of audiences. \n
- Strong IT skills and willingness to embrace new technologies. \n
- Excellent attention to detail and strong organisational skills. \n

Working Hours: 36 hours per week, Monday to Friday.
\nPay: £28.80 per hour.
\nPlease note this role is within the scope of IR35.
