Job Description
This role supports the Lead Officer in the delivery of Moray Council’s Children’s Activities Programme, following Scottish Government investment to expand after-school activities and community-based activity opportunities for primary school children from low-income families.
\nThe postholder will play an active role in helping establish this new investment programme. The postholder will support operational mobilisation, co-ordination, partnership engagement, provider liaison, monitoring, reporting and continuous improvement across the programme. The role will help ensure that activity provision is inclusive, accessible, well co-ordinated and responsive to local need, supporting parents and carers to access employment, education and training while contributing to the wider child poverty agenda.
Requirements\nThis post is considered to be a ‘Regulated Role’ under the Disclosure (Scotland) Act 2020. Under the Act, it is a legal requirement for an individual undertaking a regulated role with children or protected adults to be a member of the Protecting Vulnerable Groups (PVG) scheme. The successful candidate will therefore be required to join the PVG Scheme or undergo a PVG Scheme Update check prior to any formal offer of employment being made by Moray Council.
Responsibilities\nSupport the Lead Officer with the implementation, co-ordination, monitoring and reporting of the Children’s Activities Programme Business/Delivery Plan.
\nWork with internal and external partners to support co-ordinated delivery of programme activity, strengthen the wider Children’s Activities network, avoid duplication and promote effective use of existing provision across Moray.
\nSupport community engagement, provider development and continuous improvement so that children, young people and families help shape accessible and sustainable programme delivery.
\nSupport the practical co-ordination of activity delivery, including hub-based provision, flexible community models, activity providers, digital systems, communications and local engagement.
\nMaintain accurate programme administration, data collection, financial monitoring and preparation of information required for reporting, evaluation and audit purposes.
The Individual\nExperience of supporting projects, programmes or service developments involving multiple stakeholders.
\nExperience of working with public sector, third sector, community, voluntary or partner organisations.
\nExperience of organising meetings, maintaining action logs, co-ordinating information and supporting delivery against deadlines.
\nExperience of gathering, recording and presenting information for monitoring, reporting or evaluation purposes.
\nExperience of communicating with a range of stakeholders, partners, services or community groups.
\nHNC/HND or equivalent qualification in a relevant discipline such as community development, public services, education, sport, leisure, culture, youth work, social policy, project management or business administration.
\nAbility to support delivery of a programme from mobilisation through to implementation, monitoring and review.
\nStrong planning, organisational and prioritisation skills.
\nAbility to analyse information, identify trends, assess needs and use evidence to inform decision-making.
\nAbility to develop clear processes, guidance, action plans and reporting arrangements.
\nStrong written and verbal communication skills, including the ability to produce concise reports and present information clearly.
\nAbility to work collaboratively, influence appropriately and maintain effective working relationships.
\nAbility to identify operational issues, manage competing priorities and escalate risks where required.
\nGood digital skills, including confident use of Microsoft Office applications and data/reporting tools.
\nAbility to support budget monitoring, funding information and financial records accurately and responsibly.
\nEffective written and oral communication skills, including the ability to prepare clear updates, reports and information for different audiences.
\nSelf-motivated, organised and able to work on own initiative within agreed parameters.
\nAbility to balance practical delivery with accurate administration and reporting.
\nAbility to respond positively and flexibly to changing priorities and programme demands.
\nAbility to support partners, providers and colleagues to deliver agreed actions and outcomes.
\nAbility to build trusting, respectful and positive relationships with children, young people and families, alongside stakeholders.
\nAbility to support meetings, workshops, engagement sessions and local planning discussions.

\nAble to travel independently to a variety of locations in the general course of work.
\nAbility to work in a hybrid environment, balancing office-based, remote and community-based working.
\nAbility to work occasional evenings or weekends where required to support community engagement, programme delivery or events.
\nAbility to manage workload independently while remaining accountable to the Lead Officer through agreed reporting arrangements.
