The Hampshire and the Solent Combined County Authority, known as the HSCCA, will give our region more local decision-making power. the HSCCA will be an organisation that formally brings together Leaders of the four upper tier councils (Hampshire County Council, Isle of Wight Council, Portsmouth City Council and Southampton City Council) to work together to make important decisions for the whole region. The HSCCA Board will also have other representatives on it. This means that decisions will be made closer to the people who live and work here, by leaders who understand local needs. As the Programme Manager you will lead the delivery of complex transition and operational programmes that have significant organisational, regional, and service-wide impact. Working closely with senior stakeholders, partners, and multidisciplinary teams, you will translate strategic priorities, statutory responsibilities, and investment commitments into structured, outcome-focused programmes that deliver tangible benefits for people, communities, and services. You will be responsible for programme governance, budget management, risk and dependency oversight, and ensuring change is effectively implemented and embedded. Through strong leadership and programme control, you will drive successful delivery, support sustainable transformation, and help ensure HSCCA achieves its long-term strategic objectives.What you’ll be doing In this role, you’ll play a crucial part in ensuring our teams have the tools, knowledge, and processes they need to deliver a high quality service. You will:\n

• Lead significant transition and/or operational programmes from mobilisation to closure, establishing clear scope, outcomes, benefits, plans, milestones, dependencies, resources, budgets, decision routes and evidence of regional, organisational and service impact.
\n
• Translate strategic priorities into practical delivery, working with senior colleagues, service leads and partners to turn policy, statutory requirements, investment commitments and organisational priorities into deliverable workstreams, products, decisions and measurable outcomes.
\n
• Maintain strong programme control and delivery confidence, actively managing plans, risks, issues, assumptions, dependencies, tolerances and escalation routes so that delivery remains coherent, affordable, paced and aligned to intended outcomes and benefits.
\n
• Lead or contribute to the development of programme business cases, including scope, costs, benefits, options, risks, resources, delivery implications and the evidence needed to support senior approvals.
\n
• Manage significant programme budgets, resources, suppliers and capacity within agreed authority, supporting budget profiling, spend monitoring, affordability, value for money, resource planning, procurement, contract management and transparent trade-offs.
\n
• Provide line management and programme leadership across organisational boundaries, managing project managers and leading multi-disciplinary programme teams, workstream leads, matrix colleagues, suppliers and partners to create clarity, accountability, constructive challenge and shared commitment to the outcomes to be achieved.

• Actively manage delivery and commercial relationships with suppliers and partners, identifying opportunities for innovation, value for money, cost recovery, income generation or strategic improvement
