Job Description
Gainesville Regional Utilities' Water/Wastewater Systems Engineering Department is currently seeking to fill a Supervising Utility Engineer position in the Pipeline Infrastructure group. This position is a supervisory engineering position coordinating utility engineers and technicians in a variety of engineering projects including the following:

- Water Distribution and Wastewater Collection pipeline planning, \n
- Condition Assessment of Water Distribution and Wastewater Collection pipelines, \n
- Design of Water Distribution, Wastewater Collection, and Reclaimed Water pipeline projects, \n
- Construction management and oversight of a wide variety of utility projects, \n
- Coordination with various engineering consultants, agencies and contractors. \n
\n
Typical work in this position may include, but not be limited to:
\n- \n
- Developing annual work plans. \n
- Developing, implementing, and maintaining an annual budget for rehabilitation and replacement of water, wastewater, and reclaimed water pipelines. \n
- Preparation, review, and approval of engineering plans utilizing AutoCAD, specifications, and permits for water distribution and wastewater collection system projects. \n
- Managing infrastructure rehabilitation programs, such as lining of gravity sewer mains and manholes, smoke testing, and integrity testing. \n
- Significant coordination with internal departments, outside consultants, and contractors regarding construction, rehabilitation, or repair of water and sewer mains; \n
- Supervising, coordinating, and training entry level and experienced engineers, technician, and other support personnel, including selection, promotion, discharge and other appropriate personnel actions. \n
- Assisting in the coordination with City, County, and State agencies regarding planning, design, permitting and construction activities associated with water and wastewater utility relocation within public rights-of-way. \n

The Ideal candidate for this position will have:

- Good organizational and communication skills, with a demonstrated ability to solicit input and support of others at various levels in an organization. \n
- Experience developing, implementing, and maintaining project budgets \n
- Water distribution, wastewater collection and/or reclaimed water pipeline design and construction experience. \n
- Develop construction specifications, scope of work, and estimates for water/wastewater pipeline infrastructure. \n
- Review/Interpret Engineering Drawings, Specifications, and other design documents. \n
- Experience and knowledge of construction methods and activities. \n
- Project management experience related to water/wastewater utilities. \n
- Utility permitting experience. \n
- Experience managing contractors. \n
- Experience supervising and training technical staff. \n
- Bachelor’s degree in Civil, Environmental, or Mechanical Engineering preferred. \n
- Valid State of Florida Professional Engineer license preferred \n
- Experience with Civil 3D and ArcGIS preferred \n

\nSupervisory engineering work coordinating teams of utility engineers, utility designers and /or engineering technicians in planning, developing, and implementing a number of large and important projects or a project of major scope and importance.
\nPositions allocated to this classification report to a designated manager and work under general supervision. Work in this class is distinguished by its lack of managerial responsibility and by its emphasis (over 50% of the time) on the coordination, motivation, and guidance of professional staff engaged in a single project of large scope and importance, several substantial projects, or controversial projects affecting the effectiveness and viability of the organization.
\nNote: The job competencies, duties and requirements of the Engineer / Utility Designer IV are inherently included in this position.
\nDepending on area of assignment:

\nInitiates and maintains extensive contacts with key engineers and officials of other organizations, requiring skill in persuasion and negotiation.
\nKeeps senior management informed of project status.
\nAttends work on continuous and regular basis.
\nNon-Essential Functions:
\nMay be required to transport, mix, handle or use hazardous materials (other than cans of gasoline, batteries, pumping fuel or access to normal janitorial cleaning materials) or may be responsible for facilities or equipment carrying current, fluids or gas that could endanger the public or other employees.
\nMay be responsible for enforcing the drug policy, based on physical location and organizational structure.
\nMay be required to supervise employees for purposes of the Drug Free Workplace Program, depending on job assignment and work location.
\nWill be required to respond under emergency conditions.

\nBachelor of Science in Engineering from an Accreditation Board for Engineering and Technology (ABET) accredited educational institution.
\nEight (8) years of experience in the area of assigned engineering responsibility which includes a minimum of two (2) years of project management, lead or supervisory experience. Appropriate coop time and/or an advanced degree in engineering or business may be recognized for up to one year of non-project management or non-supervisory experience.

Manages multiple projects or a major project often with unique or controversial issues which have an important effect on major programs. Receives minor oversight by a more senior engineer /utility designer that is limited in form to concept review as opposed to task delineation. Ability to coordinate activities of, guide, and coach subordinate engineers / utility designers and other engineering personnel.
