Job Description

A public sector organisation based in Bedford (2 days per month onsite, rest working from home) is seeking an experienced HR Change Manager to support the successful delivery of organisational change and restructuring programmes across the organisation.

This is a key role working closely with senior leaders, providing expert advice on organisation design, workforce transformation, consultation processes, and employment legislation. You will play a pivotal role in ensuring change initiatives are delivered effectively, compliantly, and with a strong focus on colleague experience.

\n

This is an initial 6-month contract position based in Bedford with excellent hybrid working - 2 days per month in the office and the rest working from home. The daily rate for the role is up to £475 per day via an Umbrella company inside IR35.

The Role

\n

As HR Change Manager, you will take responsibility for the end-to-end delivery of organisational restructuring and workforce change initiatives across the business.

\n

You will act as a trusted adviser to senior stakeholders, guiding them through complex organisational changes while ensuring risks are effectively managed and all activities remain compliant with UK employment legislation and internal policies.

Key Responsibilities

  • Lead organisational restructures and workforce change programmes from design through to implementation.
  • \n
  • Provide strategic advice to senior leaders on organisation design, change solutions, and people-related risks.
  • \n
  • Design and manage individual and collective consultation processes.
  • \n
  • Prepare consultation materials, communications, and supporting documentation.
  • \n
  • Facilitate consultation meetings and provide expert guidance throughout the process.
  • \n
  • Advise on redundancy, redeployment, and organisational change activities.
  • \n
  • Develop and deliver change plans, communication strategies, and stakeholder engagement initiatives.
  • \n
  • Ensure compliance with employment legislation, HR policies, and best practice.
  • \n
  • Build trusted relationships with senior stakeholders and influence decision-making.
  • \n
  • Monitor and report on programme progress, risks, and key outcomes.

About You

\n

To be successful in this role, you'll bring:

  • Proven experience delivering organisational restructures and change programmes from conception through to implementation.
  • \n
  • Strong knowledge of UK employment law, collective and individual consultation processes, and redundancy legislation.
  • \n
  • Experience advising and influencing senior leaders on complex employee relations and organisational change matters.
  • \n
  • Excellent stakeholder management and relationship-building skills.
  • \n
  • Strong communication and facilitation abilities.
  • \n
  • Demonstrable project management and planning experience.
  • \n
  • A solid employee relations background with the ability to manage sensitive and confidential situations.
  • \n
  • CIPD qualification (or equivalent experience) is desirable.
