I&C Project Engineer: III

Job Description Description: Golden Pass LNG is seeking a Project Engineer based in Sabine Pass, TX with an Instrumentation and Controls focus. The ideal candidate comes with project engineering experience in an operating environment and has experience handling multiple Instrumentation and Controls projects simultaneously. This is a contract position supporting the Golden Pass LNG Operating Company. Location: Edison Plaza, Beaumont, TX (~30%) and Golden Pass Terminal, Sabine Pass, TX (~70%). Primary Responsibilities: Maintains protection of environment and the health and safety of employees, customers, and the community as our highest priority. Participates in HSE reviews, site observations, permit audits and housekeeping inspections as required during field execution. Responsible for project management including, but not limited to, routine project updating and forecasting, cost controlling, schedule adherence, change management, documentation, and closeout activities. Work with project/opportunity owner to define and develop project scope, goals and deliverables that support progression through staged gate project management system. Develop project cost and schedule estimates based on vendor information and market conditions and prepare funding requests. In collaboration with discipline leads, determines applicable Golden Pass and Industry Specifications, policies, and procedures, and assures project compliance. Assembles specifications, procedures, scope of work, and other required documentation into bid packages to be issued. Works with procurement to coordinate bid evaluation, review, and award, Communicates directly with outside equipment and material vendors to specify, obtain quotes, and follow up on purchases of equipment and services. Steward, plan, and oversee contractors, costs, progress against schedule, and scope of work Assist and coordinate drawing/document reviews, RFI's (requests for information), change proposal requests, and change orders and incorporate changes into the project documents. For ongoing projects, coordinate interfaces between the Contractors and Golden Pass Functions (Engineering Organization, Operations, Maintenance, Turnaround Planning Team, etc.). Interface with Maintenance planners to schedule site activities for maintenance projects Work with Operations and Maintenance personnel to coordinate timely work permit issuance and participation in commissioning and startup activities. Develop Project Binder/Documentation with relevant check sheets to support mechanical completion, commissioning, and startup activities. Ensures all modifications are accurately documented, incorporated into the master set, and released back to Operations in a timely manner. Skills and Qualifications Degree in engineering / technology and 12+ years of industry experience Project engineering experience at operating facility on small capital and expense projects with demonstrated ability to handle multiple projects simultaneously. Experience managing project budgets and schedules within acceptable tolerances Knowledge of equipment specification and procurement processes General knowledge of multiple areas below with expertise in at least one Field Instrumentation and Controls Actuated Valve Design and Operations Distributed Control Systems, Safety Systems, and PLCs for packaged equipment, Smart Plant Instrumentation Tool Wireless Technology and Devices HMI Graphics Development and Deployment Analyser systems, Communications/Telecommunications systems Instrumentation cabling, wiring, junction box, power supply and distribution, UPS, and associated TCP/IP, SCADA Modbus networking (switches, routers, Ethernet, fiber optics, etc.) and transmission systems. Experience with Marine vessel loading infrastructure and related instrumentation is a plus Experience performing and coordinating loop checks, function checks (Simple and complex), site acceptance tests, and troubleshooting discovered issues. Commissioning and startup planning and execution experience. Working knowledge of petrochemical industry practices for safety work management systems Self-starter with ability to work strategically under minimal direction; takes initiative. Strong attention to details and ability to plan work well ahead of execution. Ability to communicate clearly and effectively (verbal and written) Excellent teamworking and collaboration skills Proven ability to organize, plan and deliver results per business timeline Microsoft suite of software, Bluebeam Comments Comments To Supplier: *Role will split time between Edison Plaza (Beaumont) and the terminal in Sabine Pass. *Max bill rate of $130.00/hour. *Work schedule: M-F, 7;00am - 4:00pm, 40 hours/week. *Interview process: One panel interview, virtual or in-person, 45-60 minutes. *Interviews starting in 4 weeks. Notes: • I&C Project Engineer • May start in Beaumont for a while but eventually will located full-time in Sabine Pass • Monthly living allowance will be provided to non-local candidates • Standard 40-hour work week but could potentially have OT • May need to drive out to project locations along the pipeline • Looking for someone who has demonstrated experience managing a project %CB; Issue RFPs, develop a scope of work • Needs to have instrumentation and controls experience %CB; Analyzers, DCS providers, field instrumentation, networking, telecoms • XP in Operating environment is extremely important %CB; EPC and Major Projects experience non-transferrable and prefers to not see candidates who's background is mainly EPC • TWIC is required • Certifications are not required • 10 years of experience would make up for someone who doesn't have a bachelor's degree • Looking to fill the role immediately • Prior submissions - lots of EPC candidates %CB; Needs someone to manage the entire project, not just discipline-specific because this role could have a pipeline or mechanical project in the future • Interview process: one virtual panel interview, 60 minutes usually • Looking for someone with an I&C background and less focus on electrical
