SEND Casework Officer
Job Description
To administer all routine and ongoing monitoring and statutory processes for children and young people withEHC Plans within statutory timescales. This will include Annual Review, Phase Transfer, moving in and out of County, and routine enquiries from the youngpeople, and the parents and carers of young people and children, schools and wider professionals or stakeholders.
\n· To adhere to all Local
\nAuthority policies, processes and systems associated with Annual Review,
\ncomplex casework, Phase Transfer, moving in and out of County, Tribunals and
\nMediation and routine enquiries.
\n· To be responsible and
\naccountable for managing a specific caseload.
\n· To be the named contact for
\nfamilies/carers and young people and their educational setting within a defined
\ngeographical area once an EHC Plan has been finalised and be part of a team
\nresponsible for the ongoing monitoring and support to families and young people
\nto ensure that the provision identified in the EHC Plan is provided.
\n· To monitor and
\narrange the provision as specified in the EHC Plan to meet the child or young
\nperson/s needs, ensuring the successful inclusion of children and young people
\nwith SEND.
\n· The postholder will be
\nrequired to prepare and/or contribute papers/research information for a variety
\nof purposes, such as Local Authority decision-making panels, Mediation, Tribunals,
\nAnnual Review, phase transfer, complaints in relation to children and young
\npeople who have an EHC Plan and execute any required actions such as chasing of
\ndocumentation or updating stakeholders.
\n· To monitor the progress of
\nchildren and young people with EHC plans through robust scrutiny of the Annual
\nReview paperwork; identifying plans that need to be amended, ceased, and any
\nactions or changes in provision or placement.
\n· To ensure that all reviews of
\nEHC Plans are conducted by schools annually and that the procedures adopted by
\nschools are in line with policy on SEN and meet statutory timeframes.
\n· To lead and manage the Annual
\nReview process for children and young people who are Electively Home Educated
\n(EHE) or on Education Other Than At School (EOTAS) packages within statutory
\ntimeframes.
\n· To lead in managing the Phase
\nTransfer process within statutory timeframes.
\n· To lead in managing the
\nmover-in and out process within statutory timeframes.
\n· To lead in managing any
\nadditional Complex Casework in a timely manner, including linking with the
\nfinance and commissioning teams.
\n· To monitor own caseload using
\ndata and reports produced to assist and be proactive, taking advice as
\nrequired.
\n· To ensure funding forms are
\ncompleted and processed in a timely manner following Local Authority decisions-making
\nprocesses.
\n· To robustly maintain Local
\nAuthority databases, ensuring all records are kept up-to-date and accurate, to
\nensure a high level of data quality.
\n· To contribute to the
\ndecision-making process for each of their given cases, based on evidence given;
\nthis will include preparing and presenting information to decision making
\npanels.
\n· To be accountable for the
\ncontent and quality of Draft, Final and amended EHC plans.
\n· To initiate, organise and
\nrepresent the Local Authority at meetings in relation to Statutory processes
\nand complex casework, including but not limited to coproduction meetings,
\nannual review meetings, statutory Social Care meetings, Way forward meetings,
\nmediation meetings, panel meetings and meetings with key stakeholders, both
\ninternal and external.
\n· To maintain positive and
\neffective relationships with education settings, health and social care and
\nensuring that the service works effectively in partnership with all key
\nstakeholders, professionals, and other appropriate services linked to the child
\nand family’s needs.
\n· To know and be able to explain
\nto others, specifically the families/carers of children and young people and
\nschools, how to navigate the Local Offer website and locate relevant
\ninformation.
\n· To ensure a comprehensive
\nhandover between the EHCP Assessment Officer, EHCP Casework Officer and
\nTribunal Officer to ensure that families, children, and young people have a
\nseamless experience as they move through the service.
\n· To participate in the Local
\nAuthority’s processes for monitoring and quality assurance.
\n· To contribute to the
\ndevelopment of policy, procedures and provision for children with SEND.
\n· To maintain an up-to-date
\nknowledge relating to EHCP Casework, including changes to national legislation
\nand departmental policies.
\n· To undertake such other duties
\nas may be required from time to time by the Lead Officer and senior managers.
\n· To prepare and present some
\nappeal cases on behalf of the Local Authority in Tribunal.
