Head of Highways & Transport

Location: LondonRate: £700 - £800 Per day Contract: 12 months

Spencer Clarke Group are working with a public sector organisation in London to appoint an Interim Head of Highways & Transport to lead both the strategic transport agenda and the operational highways and network management function.

This is a senior leadership role covering policy and programme delivery alongside highways asset management, inspections, statutory compliance and risk, management of key contracts and frameworks.

Responsibilities include:

\n
• Strategic leadership across transport policy, strategy, LIP management and programme delivery
\n
• Senior stakeholder management with TfL, members, residents and internal directorates
\n
• Leadership of highways maintenance and engineering, asset management and inspections
\n
• Network management duties and customer-facing highways service delivery
\n
• Oversight of statutory compliance, operational risk and emergency response (including winter resilience and flooding)
\n
• Contract and framework management across highways and associated services
\n
• Oversight of S278 agreements and developer liaison to achieve best public realm outcomes
\n
• Management of budgets, resources, and service performance improvement
\n

About you:

\n
• Senior leadership experience across highways and transport within a local authority or similar environment
\n
• Strong grasp of network management, asset management, compliance and risk
\n
• Confident engaging at senior level with members, exec leadership, TfL and external partners
\n
• Proven track record delivering programmes, managing contracts, and leading multi-disciplinary teams
\n
• Able to drive performance, governance, and value-for-money outcomes
\n
