Housing Associate Rates Manager - Shoreditch - £35,000 - £40,000 DOEMy client, a business rates advisory company are looking for a Housing Association Rates Manager to join their company. This role is for an experienced Council Tax/Business Rates or housing/property administration professional with strong local authority knowledge, excel/data reconciliation skills and ability to manage high-volume caseloads.The successful candidate will be responsible for Council Tax and Business Rates case management, local authority liaison, portfolio/data reconciliation, exemptions and reliefs, account/query resolution, management reporting, KPIs and workflow/process improvement.You will act as the primary contact between the client, local authorities, neighbourhood teams and finance teams.Responsibilities:
Council Tax & Business Rates Administration\n- \n
- Review and validate incoming Council Tax and Business Rates bills for the current financial year. \n
- Verify liable parties, tenancy dates and property records. \n
- Investigate billing discrepancies and ownership queries. \n
- Monitor and resolve incorrect billing and liability issues. \n
- Maintain auditable records of all billing activity. \n
- \n
- Act as the primary contact for councils regarding billing matters. \n
- Submit amendment requests, liability corrections and Class B exemption applications. \n
- Manage ongoing correspondence with local authorities. \n
- Escalate unresolved cases and monitor response times. \n
- Coordinate bulk correction exercises where required. \n
- \n
- Maintain property, tenancy and liability databases. \n
- Reconcile tenancy schedules against billing records. \n
- Monitor data quality and identify exceptions. \n
- Ensure weekly property and tenancy updates are processed accurately. \n
- Support development and maintenance of system rules and automated workflows. \n
- \n
- Review eligibility for Council Tax exemptions and reliefs. \n
- Identify opportunities for savings and recovery. \n
- Monitor application outcomes and follow-up actions. \n
- Maintain exemption tracking records and reporting. \n
- Support performance-based savings initiatives. \n
- \n
- Reconcile remittance schedules against approved bills. \n
- Identify unpaid, overdue or disputed accounts. \n
- Support payment tracking and reporting activities. \n
- Manage escalation of reminders, summonses and enforcement action. \n
- Liaise with finance teams regarding payment status and exceptions. \n
- \n
- Work closely with The Client neighbourhood teams, finance teams and operational contacts. \n
- Manage email routing and communication workflows. \n
- Coordinate requests for tenancy agreements, checkout reports and supporting evidence. \n
- Provide operational updates and management information reports. \n
- Attend client meetings and support onboarding activities. \n
- \n
- Monitor adherence to agreed operating procedures. \n
- Produce reports on billing performance, exceptions and savings. \n
- Support implementation of new processes and automation. \n
- Ensure compliance with data protection and audit requirements. \n
- Contribute to continuous improvement initiatives. \n
Skills and Experience Required:
\n- \n
- Minimum 3 years' experience in Council Tax, Business Rates, Housing Management or Property Administration. \n
- Strong understanding of Council Tax liability and Business Rates processes. \n
- Experience working with local authorities, housing associations or large property portfolios. \n
- Excellent analytical and problem-solving skills. \n
- Advanced Excel and database management skills. \n
- Experience reconciling large data sets. \n
- Ability to manage high volumes of cases and competing priorities. \n
- Experience producing management reports and KPIs. \n
- Knowledge of Class B exemptions and empty property reliefs. \n
- Experience with workflow automation and AI-assisted processing. \n
- Understanding of tenancy management systems and property databases. \n
- Commercially aware. \n
- Comfortable working independently. \n
- Able to manage sensitive and confidential information. \n
