Location : Location: Las Vegas, NV, with travel throughout Nevada, as required

Job Descriptions:

    \n
  • Project Controls and Forecasting Analyst will provide advanced project controls support focused on cost forecasting, financial analysis, data management, reporting automation, and project performance monitoring across the Transmission Program and other Company projects under development, as requested by Company.
  • \n
  • The Consultant shall support leadership, Project Controls, Project Management, and Financial Planning personnel through development and maintenance of cost forecasting models, reporting tools, and analytical processes that improve visibility into project financial performance, schedule progress, and overall program execution.
  • \n
  • The Consultant shall provide comprehensive project management and construction management support, including but not limited to the following deliverables:

Cost Forecasting

\n
    \n
  • Develop and maintain detailed project cost forecasts.
  • \n
  • Analyze forecast trends and identify potential cost risks and opportunities.
  • \n
  • Support monthly, quarterly, and annual forecasting cycles.
  • \n
  • Prepare Estimate-at-Completion (EAC) projections.
  • \n
  • Perform variance analysis between actual costs, forecast costs, approved budgets, prior forecasts, and current forecasting assumptions.
  • \n
  • Assist project teams in forecasting labor, contract services, material, and capital expenditures.
  • \n

Fusion Data Analytics

\n
    \n
  • Extract, manipulate, validate, and analyze Oracle Fusion financial datasets.
  • \n
  • Reconcile Fusion data with project controls reporting systems.
  • \n
  • Develop repeatable reporting processes using Fusion exports.
  • \n
  • Analyze commitments, accruals, purchase orders, invoices, actual costs, and capital expenditures.
  • \n
  • Support monthly close activities through data validation and reconciliation.
  • \n
\n

Advanced Excel Model Development

\n
    \n
  • Develop dynamic forecasting models, automated reporting tools, data validation processes, dashboard reporting solutions, cost performance metrics, KPI reporting packages, and forecast reconciliation tools.
  • \n
  • Advanced Excel skills should include Power Query, Pivot Tables, data models, Power Pivot, XLOOKUP, INDEX/MATCH, dynamic arrays, and financial modeling techniques.
  • \n

Project Controls Support

    \n
  • Assist in development and maintenance of project controls processes.
  • \n
  • Support project performance measurement activities.
  • \n
  • Monitor project KPIs and performance indicators.
  • \n
  • Support earned value and productivity analysis, as applicable to the assigned project.
  • \n
  • Assist with budget management and cost control practices.
  • \n
  • Identify emerging project risks through trend analysis.
  • \n

Reporting and Management Support

\n
    \n
  • Prepare recurring and ad hoc reporting packages, including executive dashboard reports, monthly project status reports, forecast variance reports, capital spend reports, cash flow forecasts, contractor spend analysis, and budget utilization reports.
  • \n
  • Provide recommendations regarding trends, risks, forecasting assumptions, and financial performance.
  • \n

Data Quality and Governance

\n
    \n
  • Validate accuracy of project controls datasets.
  • \n
  • Identify data discrepancies and reporting inconsistencies.
  • \n
  • Support continuous improvement of reporting processes.
  • \n
  • Develop standardized reporting templates.
  • \n
  • Document forecasting methodologies and assumptions.
  • \n

Desired Qualifications

\n
    \n
  • Monitor contractor conformance to the construction, operation, and maintenance (COM) plan, permit requirements, and stipulations.
  • \n
  • Coordinate with Company Environmental Scientist and environmental resource monitors.
  • \n
  • Process Company 1st Application reports for Environmental Incidents as required.
  • \n
\n

Desired Qualifications:

\n
    \n
  • Minimum 7+ years of project controls experience.
  • \n
  • Minimum 5+ years of utility, transmission, infrastructure, or capital project experience preferred.
  • \n
  • Experience supporting large capital programs exceeding $500M preferred.
  • \n
  • Knowledge areas should include project controls, cost forecasting, capital project accounting, earned value concepts, accrual management, utility construction programs, and financial reporting.
  • \n
  • Performs related duties as assigned.
  • \n

Relevant Education and Certifications

  • Associate’s or Bachelor’s degree in one of the following:
  • \n
  • Project or Business Management (with utility/infrastructure experience).
  • \n
\n

Acceptable Substitutions:

  • High school diploma/GED plus 5–10 years of progressive experience in.
  • \n
  • Utility construction (electric, gas, water, telecom)
  • \n
  • Energy infrastructure (generation, transmission, substations, renewables)
  • \n
  • Public works or federally funded infrastructure projects
  • \n
